4B: The Value of Cloud-Based Access to NOAA Data from the Private Sector and Start-up Communities

The NOAA Open Data Dissemination (NODD) Program was founded as a proof-of-concept project with the hypothesis that NOAA’s data is incredibly valuable to industry, technology start-ups, and the public. NOAA verified this hypothesis and continues to expand the work of producing publicly accessible data in the cloud which are now critical parts of the burgeoning AI weather forecasting and climate risk industries. These sectors rely upon NODD for data access, highlighting the economic value of NOAA’s data at little or no cost to the user. At the same time, there is more NOAA and programs like NODD could do to enable cutting edge applications that multiply the commercial value-add. For example, more datasets could be made available and further development of a catalog and a catalog of available application programming interfaces (APIs) could enhance discoverability and usability in programmatic workflows.

This session will explore case studies from industry and technology start-ups that illustrate the value-add of NOAA data in cloud storage, to include a panel discussion with subject matter experts that will explore opportunities for increased impact of public products and services that rely on NOAA data.

4A WORKSHOP: Introduction to using earth data in the cloud for scientific workflows: PACE hyperspectral ocean color data PART I

Earth science data is increasingly available from the cloud and due to the size of many of these dataset (Tb and Pb in some cases), data workflows are transitioning to workflows that involve programmatic access with either cloud-native analysis or server-side processing. In this workshop, participants will take part in hands-on tutorials on working with PACE hyperspectral ocean color data with Python.

Participants will be led through a series of tutorials led by a variety of researchers to illustrate how to access and use this hyperspectral data and the various products available. Examples will range from the simple, extracting PACE hyperspectral ocean color data for an animal track, to the more complex, for example bloom detection and visualization, comparison of multiple ocean color products and tracking phytoplankton functional group changes in a bloom.

The training will use the NOAA Fisheries/Openscapes JupyterHub which allows participants to go through all the tutorials without having to install any software. Through the workshop participants will be exposed to the geoscientific Python community of tools for gridded and other spatial data and geospatial computing.

This is a 3-hour hands-on workshop. Participants will be working through tutorials in Python on a JupyterHub. Everything is in the cloud and in a browser; no installation of software is required. All tutorials are open source Jupyter notebooks and will be shared.

4C: Bridging Climate and Community: Integrating Social and Environmental Data for Resilient Decision-Making

This session will focus on best practices for integrating social science data with environmental datasets to support resilient decision-making in the face of climate challenges. Starting with a discussion on the types of social data most relevant to NOAA’s mission—such as demographic, economic, and behavioral information—the panel will explore how these data sources can be combined with environmental insights to strengthen situational awareness and planning.

Panelists will address critical methods for linking social and environmental data, highlighting solutions to challenges in compatibility, data granularity, and interoperability. Using real-world examples from NOAA projects, the session will illustrate how this integration has enhanced disaster response, policy formulation, and public engagement. For instance, case studies may include efforts to map vulnerabilities in flood-prone regions or assess community responses to extreme weather warnings.

With perspectives from social scientists and data engineers, this discussion will examine the unique needs of managing social data within environmental platforms. A collaborative discussion will follow, inviting ideas for potential projects and partnerships that could further NOAA’s capability to incorporate social dimensions into climate resilience planning. This session will provide actionable insights into aligning climate and community data for effective, people-centered decision-making.

Multi-billion dollar events are occurring at an increasing rate, with the annual average for the most recent 5 years (2020–2024) being events (CPI-adjusted). Join the plenary session to hear and ask questions about what the current gaps NOAA has with disaster resilience and what we can do to close them.
