Broad access to data is critical to reach communities and stakeholders. It extends Open Science and FAIR Data Principles and places it in a broader context.
There remains a broader community goal to have improved data access with the aim of making data accessible to all by removing gatekeepers so that data are unrestricted and available in a meaningful way. Implementing this broad access to data requires Applications, Tools, and Technology Innovation.

One of the tenets of big data is the idea of the (2,4, 7) V’s - Volume, Velocity, Variety, Variability, Veracity, Visualization, and Value. With the increase in the volume and velocity of NOAA data, access becomes ever more challenging. Users have access to more types of data and they can become overwhelmed by the possibilities. In the past, data access has been confusing but now there is more user engagement in building friendlier and more usable interfaces. This increased use of data is not limited to scientists and other professionals. Citizens use data more than they realize (maps, elevation charts, tides, etc.) so they are constantly accessing data from a variety of sources.

After an introductory overview talk, we want to gather a set of presentations that focus on the following topics with an emphasis on real world applications:
  • data and service availability
  • data usability
  • user interface/engagement/input

The Data Management Handbook release has increased awareness of how the data community communicates the importance of data management principles and best practices throughout each line and program office. There are many opportunities to create content and spaces to talk about NOAA’s internal and external data management and governance through Google Spaces and our public web presence. This session gives program offices and others a chance to share some of their efforts - whether building communities of practice through Slack or developing a web presence - to promote open communication and inform others about NOAA’s data governance and management efforts.

2A: Learning by Doing: Advancing Data AI-readiness through Hackathons and Pilot Projects

Improving data readiness for AI research and development is a key focus of the NOAA Center for AI (NCAI). Although the concept of AI-ready data is appealing to data managers, data producers, and researchers, it is often challenging to get started with actionable activities towards improving AI-readiness of a dataset. NCAI is collaborating with NOAA’s AI Community of Practice and external partners (e.g., World Data System, UK Met Office Informatics Lab) to improve the AI-readiness of open environmental data through open hackathons and pilot projects. This hands-on approach enables participants to implement community guidelines developed by the ESIP Data Readiness Cluster in their own workflow and identify areas for future improvement.

This session will invite hackathon and pilot project participants to share their experiences and outcomes including failed attempts. The goal of the session is to showcase actionable steps to improve AI-readiness of existing datasets. NCAI will continue to host hackathon events in the future focusing on AI-ready data. The session will end with ways to stay engaged on future AI-ready activities and opportunities to partner with NCAI to host similar events focusing on specific use case areas.

Building from last year’s EDMW, this session provides numerous updates and real-world examples on the use of the new NCEI cloud archive ecosystem known as the Open Information Stewardship System (OISS.. OISS leverages the cloud and Knowledge Graphs to fundamentally change how we archive and steward data. Just as “the cloud” consists of networked IT infrastructure, and AI consists of networks of artificial neurons, OISS has been designed to network our environmental data, leading to an equitable future where everyone can explore the connections inherent in our data and discover previously unseen linkages and knowledge. Through demonstrations and community discussion, this session will explore the state of the art in human natural language infused applications applied to NOAA’s environmental data and information services. We will intentionally focus on sharing successes and lessons learned including failures along the way.

In the next few years, all data with associated locations, including every map, survey, lidar point cloud, aerial image, digital elevation model, environmental observations, and other critical geospatial datasets and products, will have outdated coordinates. For the first time in over 30 years, NOAA’s National Geodetic Survey (NGS) will release a modernized version of the National Spatial Reference System (NSRS), the authoritative system of latitude, longitude, heights, and the national shoreline that serves as the foundation for all US federal maps and geospatial products. Not only will the modernized system provide billions of dollars worth of benefits through increased accuracy, national consistency, workflow efficiency and data interoperability, but federal law requires that federal agencies comply with this type of accepted scientific standard. This change will have far reaching implications for the use of federal funds for surveying, mapping, production, and management of geospatial data and products. The positioning information for all geospatial data sets (latitude, longitude, heights, etc.) will all need to be adjusted (re-surveyed, reprocessed, or transformed) using tools provided by the National Geodetic Survey. NGS is here to help, with a wealth of outreach and educational material available and subject matter experts that can be called upon for guidance. Evaluating and addressing the impacts of these changes for your existing data, products, and geospatial workflows will require time and resources, so now is the time to begin planning for the transition to the modernized system.

While conventional in-situ sensor data from buoys and floats, discrete sample data, and satellite data dominate NOAA’s ocean data landscape, there are many unique data types that provide important contributions to global ocean observing. To optimize the impact of these data, it is essential to carefully consider data processing, archival, and product delivery pathways. This session invites NOAA programs, labs, and partners that are actively engaged in the use of uncrewed systems (UxS) such as Saildrone, ‘omics data including eDNA, passive acoustics data, or other unique data or emerging technologies to present case studies that highlight current data management workflows. Presenters are encouraged to share successes, challenges, and lessons learned during the data planning and integration processes. The session broadly invites discussions of how NOAA can develop improved and consistent data management pathways for similar observing methods across the agency to gain the most value from these “odd duck” data.

This talk will be an overview of the structure, goals, and progress of NMFS’ advanced technology Strategic Initiatives. These 7 teams were stood up in 2023 to operationalize the use of social science and six priority technology areas (UxS, active acoustics, passive acoustic monitoring, ‘omics, optics, and remote sensing) in NMFS’ data acquisition enterprise. This is a key step in modernizing and diversifying the options available to inform agency management decisions.

The Strategic Initiatives (SIs) are a major agency priority and are supported by $50.2M in Inflation Reduction Act funds under the Climate-Ready Fisheries umbrella. There has been widespread interest within NMFS in the work being done by the SI working groups, which includes acquiring and deploying new uncrewed platforms, developing AI/ML analytical pipelines, and migrating data storage and processing environments to the cloud to support national collaboration.

This session will share progress with interested attendees outside of NMFS, and will tie in with another proposed session on the data management challenges and lessons learned as part of the SI efforts.

The Strategic Initiatives (SIs) are a major agency priority and are supported by $50.2M in Inflation Reduction Act funds under the Climate-Ready Fisheries umbrella.

Topics that we are considering for discussion will be transfer rates and data volumes from ship to shore (cloud platform). This is part of an ongoing pilot project with OMAO and Active Acoustics, from this discussion we can tie in the NCEI archival part which will help to underline the importance of metadata and data quality along with lessons learned for moving data across Line Office cloud buckets. This discussion may seem specific to the Active Acoustics pilot project; it could be generalized to other data types which we’ll be able to provide material relevant across NOAA.

4B: The Value of Cloud-Based Access to NOAA Data from the Private Sector and Start-up Communities

The NOAA Open Data Dissemination (NODD) Program was founded as a proof-of-concept project with the hypothesis that NOAA’s data is incredibly valuable to industry, technology start-ups, and the public. NOAA verified this hypothesis and continues to expand the work of producing publicly accessible data in the cloud which are now critical parts of the burgeoning AI weather forecasting and climate risk industries. These sectors rely upon NODD for data access, highlighting the economic value of NOAA’s data at little or no cost to the user. At the same time, there is more NOAA and programs like NODD could do to enable cutting edge applications that multiply the commercial value-add. For example, more datasets could be made available and further development of a catalog and a catalog of available application programming interfaces (APIs) could enhance discoverability and usability in programmatic workflows.

This session will explore case studies from industry and technology start-ups that illustrate the value-add of NOAA data in cloud storage, to include a panel discussion with subject matter experts that will explore opportunities for increased impact of public products and services that rely on NOAA data.

Earth science data is increasingly available from the cloud and due to the size of many of these dataset (Tb and Pb in some cases), data workflows are transitioning to workflows that involve programmatic access with either cloud-native analysis or server-side processing. In this workshop, participants will take part in hands-on tutorials on working with PACE hyperspectral ocean color data with Python.

Participants will be led through a series of tutorials led by a variety of researchers to illustrate how to access and use this hyperspectral data and the various products available. Examples will range from the simple, extracting PACE hyperspectral ocean color data for an animal track, to the more complex, for example bloom detection and visualization, comparison of multiple ocean color products and tracking phytoplankton functional group changes in a bloom.

The training will use the NOAA Fisheries/Openscapes JupyterHub which allows participants to go through all the tutorials without having to install any software. Through the workshop participants will be exposed to the geoscientific Python community of tools for gridded and other spatial data and geospatial computing.

This is a 3-hour hands-on workshop. Participants will be working through tutorials in Python on a JupyterHub. Everything is in the cloud and in a browser; no installation of software is required. All tutorials are open source Jupyter notebooks and will be shared.

This session will focus on best practices for integrating social science data with environmental datasets to support resilient decision-making in the face of climate challenges. Starting with a discussion on the types of social data most relevant to NOAA’s mission—such as demographic, economic, and behavioral information—the panel will explore how these data sources can be combined with environmental insights to strengthen situational awareness and planning.

Panelists will address critical methods for linking social and environmental data, highlighting solutions to challenges in compatibility, data granularity, and interoperability. Using real-world examples from NOAA projects, the session will illustrate how this integration has enhanced disaster response, policy formulation, and public engagement. For instance, case studies may include efforts to map vulnerabilities in flood-prone regions or assess community responses to extreme weather warnings.

With perspectives from social scientists and data engineers, this discussion will examine the unique needs of managing social data within environmental platforms.
